The Special Telecommunications Service operates in compliance with Law no.92/1996 issued in the
Official Gazette no.169/30 July 1996, which confers its legal
status and authority in the special telecommunications field.
Other regulations with relevance to the special telecommunications field are as follows:
1. Law no. 76/1993 for ratification of the International Telecommunication Union Constitution and Convention, signed in Geneve on December 22nd 1992;
2. Government Emergency Ordinance no. 79/2002 on the general regulatory framework for communications with subsequent amendments and completions;
3. Government Emergency Ordinance no. 34/ 2008 on the organization and functioning of the Single National Emergency Calls System with subsequent amendments and completions;
4. Law no. 677/2001 for the protection of persons concerning the processing of personal data and the free circulation of such data with subsequent amendments and completions;
5. Law no. 182 / 2002 on the protection of classified information with subsequent amendments and completions;
6. Government Decision no. 585/2002 for the approval of the National Standards for the protection of classified information in Romania with subsequent amendments and completions;
7. Government Decision no. 781/2002 on the protection of restricted information ;
8. Government Decision no. 353/2002 on regulations regarding the protection of NATO classified information in Romania;
9. Government Emergency Ordinance no. 153/2002 on the organization and functioning of the National Registry Office for Classified Information;
10. Law no. 455/2001 on the Electronic Signature;
11. Law no. 304/2003 regarding the Universal Service and users’ rights related to the electronic communications networks and services with subsequent amendments and completions;
12. Government Decision no.861/1999 on approving the leasing of infrastructure elements from areas managed by the Ministry of National Defence, Ministry of Administration and Interior and the Special Telecommunications Service for placing radiocommunication equipments; .
13. Government Decision no. 895/2007 regarding the establishment of the legal framework for financial planning, coordination, implementation and audit of the funds usage awarded to Romania through Schengen Facility with subsequent amendments and completions;
14. Government Decision no. 715/2008 for the approval of the Schengen Facility indicative plan 2007-2009 in order ensure the EU funding awarded to Romania.
