ATTRIBUTIONS  OF THE  S.T.S.

The Special Telecommunications Service has very important attributions in providing the special telecommunications for the country leadership, in peace time and during emergency situations, when initiating the mobilisation or the state of war. The main attributions are the following:

a)    manages, operates and develops the special telecommunications networks under its management or assigned to it for use;
b)    develops programs and documents for the modernisation, development, operation and maintenance of the special telecommunications networks;
c)    establishes the communications security policy and ensures application of the methods and measures required for the protection of the information which are processed, stored or transmitted through the special telecommunications networks pursuant to the national standards for information protection;
d)    manages and ensures protection of the government-assigned frequency bands used to achieve its legal attributions or those of the institutions with competence in the field of national security and public order;
e)    monitors across the country, for protection purposes, the government-assigned frequency bands under its management and keeps a record of their use;
f)    develops co-operation relations with other institutions within the national system of defence and provides special communications for the General Staff and the National Command Authority, under the terms of the law;
g)    co-operates with the institutions within the national system of defence, as well as with other legal entities carrying out activities in this field, in order to harmonise and ensure compatibility of their communication systems;
h)    installs, operates and maintains the Single National Emergency Call System - 112, in compliance with the quality requirements;
i)    applies the procedures related to the Public Key Infrastructure technology within the national system of defence;
j)    organises the electronic signature authentication system;
k)    takes part, together with the Ministry of Administration and Interior, in applying specific measures for the integrated management of the national border;
l)    provides telecommunications services for private or public legal persons, according to the law.
